Tough budget for a small rig with your demands. GTA V already significantly raised the requirements and there is price hike due to US dollar.

One question here, do i need to purchase ori windows when i build and buy a new rig at one certain shop? Cause i see most recommendation provided by expert here doesnt include the ori windows price.

That's up to you. You can still transfer Win7 to new rig and upgrade to Win 10 if yours is retail. Plenty of cheap sellers at Garage Sales for it too.

Quality is ok, if you are worried then change to Zotac at RM 819 or other brand at > RM 900, you might just consider R9 380 which is faster than GTX960 and double the VRAM of GTX960 at RM 900 range if you are going for GTX960 at > RM 900.

[Budget] RM1.5k (burst up to 2k)

[Purpose] Photo editing, internet, minecraft.

[Monitor resolution] 1080p

[Games & softwares that use frequently] Lightroom, Photoshop

[Personal preferences] mITX form factor

thanks for the advice
its over my budget so i think i will need to downgrade the graphic to something normal and give up on gaming,just light gaming wil do.

Bulk licenses. That's how they could sell it cheap. It's one time use per PC. Once your motherboard dies, its gonna be hard to reactivate again if they detect it is a bulk license.

Budget too low for better small casing. Unless you wanna go low end NUC that may not play high bitrate videos.
