MAHEM could also be packaged into a missile, projectile or other platform, and delivered close to target for final engagement.

Syrian Arab Army Officially in Full Control of the Third Largest Syrian City

Homs was the third largest city in Syria (both size and population) before March 2011, but as the country drifted into a violent conflict; this provincial capital became the battleground for some of the bloodiest battles plaguing the civilian population.

In 2013, satellite images were released of Homs, showing the once thriving Syrian city in complete rubble – the images depicted a city that resembled Dresden and Tokyo after the Allied bombing campaign in 1944 and 1945.

Following the Syrian Arab Army’s large counter-offensive in the spring of 2013, resulting in the capture of the Al-Qusayr border-crossing into Lebanon – Homs came back to life amid the rubble and destruction.

Suddenly, Homs became the model of reconstruction and reconciliation as thousands of displaced civilians left Lebanon, Tartous, Latakia, and Damascus to move back to the provincial.

When the Islamist rebels agreed to leave the Old City of Homs, the provincial capital became one district away from liberation and recovery; however, that one district proved to be a thorn in the Syrian Arab Army’s side.

The Al-Wa’er District of Homs has long been a rebel stronghold; it was one of the first sites captured by the newly formed Free Syrian Army (FSA) in 2011.

The Islamist rebels inside the Al-Wa’er District have survived several air raids, mortar shells, rockets, and et al.; and yet, they remained unwilling to surrender to the Syrian Security Forces.

This changed on December 1, 2015, when the Free Syrian Army’s central command met with the Governor of Homs – Talal Al-Barazi – to discuss a possible ceasefire and evacuation for the remaining rebels inside of Al-Wa’er.

It took only a few hours for the Free Syrian Army’s Central Command to agree to a permanent ceasefire and evacuation of their remaining fighters – all that was left to do is develop a contingency for the withdrawal.

The planned evacuation will take place in two phases: 1st phase is to allow humanitarian aid to any remaining civilians living inside the district; 2nd phase is the transportation of the 600 rebel fighters from Al-Wa’er to the Idlib Governorate.

The whole plan is supposed to last as long as two months, with the end goal being the Syrian Government in full control of Homs City.

For the people of Homs; this final ceasefire means the end of hostilities and the beginning of the long mending process.

Both the Russian General Staff and the Syrian Air Defense Command have confirmed that the Su-24 never crossed into Turkish airspace and was illegally downed on Syrian territory In the wake of the incident, Russia introduced a set of economic measures against Turkey, while Ankara has refused to apologize for the move.

Russia has a lot of longtime and trusted friends in Turkey, who should know that Moscow does not equate them to the Turkish government, according to Putin.

INTERNATIONAL MILITARY REVIEW – SYRIA, DEC. 3, 2015



On December 1, the Free Syrian Army’s central command agree to a permanent ceasefire and evacuation for the remaining rebels inside of Al-Wa’er with the Governor of Homs – Talal Al-Barazi. The evacuation includes two phases:
• 1st is to allow humanitarian aid to any remaining civilians living inside the district
• 2nd is the transportation of the 600 rebel fighters from Al-Wa’er to the Idlib Governorate. The plan is supposed to take about two months. After this, the Syrian Government will be in full control of the city of Homs. The agreement has become possible due to a strategic initiative taken by the pro-government forces after the start of the Russian military operations in Syria.

Earlier, SouthFront: Analysis & Intelligence has noted that despite the terrorists’ counter-attacks, the Syrian Arab Army and its allies supported by the Russian warplanes, intelligence assistance and material support has a significant edge in a fire power and the command.

ISIS claimed control of al-Kafrah in a statement and are moving towards Azaz. If ISIS takes Azaz it will extend the ISIS control of bordering areas which allows greater access to smuggling routes for potential recruits and arms. It will also break the Army of Conquest military operations room, which includes Al Nusra, supply routes to the Aleppo city.

The Russian Ministry of Defense has presented evidences of the Turkish involvement in the ISIS oil business. It includes photos and videos of oil delivery convoys passing the border between Syria and Turkey and information about the routes of oil smuggling from Syria and Iraq to Turkey. There are three main oil routes:
1.The western route leads to the Turkish ports in the Mediterranean
2.The northern — to Patma oil refinery
3.The eastern — to Dzhazri transfer point
The town of Dier ez-Zor is one of the largest centers of oil extraction. The delivery route runs from Eastern Syria to the Batman refinery in Turkey. The size of the illegal oil trade is impressive.

Turkish President Recep Tayyip Erdogan has said he’ll resign if Moscow can prove the Turkish participation in ISIS oil trade. Here it’s.

Malaysia Wants Expanded Naval Protocol Amid South China Sea Disputes

Noting that the RMN shared concerns expressed by leaders about the possibility of further militarization of outposts in the South China Sea, the admiral, who was just confirmed to his new position last month, said CUES ought to be “thoroughly exercised in these areas” because they served an important role in “preventing miscalculations at sea.”

“In fact, CUES should also be expanded to other maritime agencies, especially the coastguards”, he added at the conference which was held at the Intercontinental Hotel in Kuala Lumpur.

As I have written before, Malaysia’s growing anxiety on the South China Sea has been well documented (See: “Malaysia Responds to China’s South China Sea Intrusion“). The idea of expanding CUES is also not a new one. Indeed, with his comments, the admiral joins a chorus of voices who have been calling for this both privately and increasingly publicly as well. For example, as I noted in my review of the ASEAN Defense Ministers’ Meeting Plus (ADMM-Plus) meeting also held in Kuala Lumpur last month, Singapore’s defense minister Ng Eng Hen had suggested expanding CUES to include white shipping (civilian ships) and called for ADMM-Plus to adopt a similar protocol for air (See: “What Did the 3rd ASEAN Defense Ministers’ Meeting Plus Achieve?”).

Expanding CUES to include civilian ships would seem to make sense since confrontations in the South China Sea have involved non-military vessels.

Sudanese Troops Get Their First Taste of Combat in Yemen

According to the Satellite Sentinel Project, a group that tracks Sudanese military activity in Darfur, the Sudanese Air Force acquired 12 Su-24 aircraft from Belarus in 2013.

Rafale And Typhoon Fighters Descend On U.S. For Inaugural Anti-Access Exercise

Surely there will also be a wide array of advanced radar threats to deal with, and the Navy could very well play a role, acting as enemy picket ships, although these details remain undisclosed. US, French and UK tankers will provide tanker support for the exercise.

Here is exclusive footage showing how their technicians disassemble an entire U-2 spy plane for inspection. It’s a remarkable feat because every part of the plane gets inspected and repaired or replaced if necessary. That is, more than 40,000 rivets and 1,800 individual parts gets looked at and then gets reassembled for every 4,700 flight hours. This attention to detail is how the U-2 Dragon Lady manages to fly for decades without issues.

JAPAN’S STEALTH FIGHTER WILL FLY FOR FIRST TIME NEXT YEAR

Only a handful of countries have ever built and successfully flown a stealth fighter. Early next year, Japan may join their ranks, with scheduled test flights of its first experimental stealth fighter expected within the first three months of 2016. The Advanced Technology Demonstrator X, or ATD-X, is a tentative step forward into rare skies, and comes at a time when most of Japan's neighbors are either building or buying stealth fighters of their own.

Financial Review notes that Hirofumi Doi, a program manager at the Ministry of Defence, gave the timeframe for the flight in an interview in Tokyo. The plane is built by Japanese industrial giant Mitsubishi Heavy Industries. The 46-foot-long plane was developed at a cost of $440 million (or the cost of roughly three F-35s), and it’s been in the works for a while. Last year, we caught a grainy glimpse of the plane, and even if all goes well with the first flight, we shouldn’t expect it to enter service any time before the 2030s.

When it does, it will be just one of many potential stealth fighters based in the Eastern Pacific, including American F-22s and F-35s, the Russian PAK FA, China’s J-20 and J-31, and even Korean and Indian projects. The ATD-X is a possible replacement for Japan’s current fleet of F-16-derived F-2 fighters. And when it enters service, it will join a Japanese military that is still constitutionally prohibited from offensive war but has been robustly building its strength for decades.

Morocco Sends 1,500 Soldiers to Participate in Ground Operations in Yemen

An article in the New York Times revealed that 450 Latin American soldiers, among them Colombians, Panamanians, Salvadorans and Chileans, have been deployed to Yemen. The mercenaries receive training in the United Arab Emirates before deployment, in part from U.S. trainers.
