yes you can press the remind seller to ship button whenever you want
however, i know a few of the smaller traders have gone on CNY holiday since Jan 24 and will not be shipping until end of Feb.
Click refund also no use since they will only be processing your refund after the holidays

it depends on the seller to be there to click "accept refund request" in order to proceed
if they're on holiday, no one's gonna be available to do it, so the delay here is on the seller's end, not alipay

Warehouses (mostly in Guangzhou) extended their shutdown to 17 Feb as there's a partial lock down in Guangzhou
I guess there won't be any shipment activities until next week then

Looks like it's out for delivery
I think it meant it left the destination distribution center near your place and is now out for delivery
