PAID wifi yes. free wifi, also quite common, but depends on area to area.

erm. i took a taxi at dongdaemun when i went there at around 1am. no extra charges. but you need to choose your taxis carefully. got normal and premium ones. their starting price are different.

for 2 pins appliances its safe...but do note that some power socket is only 110V and not 230V..so if you want to charge your electronics stuff...better use the plugs connected to the TV.. the ones connected to the light bulbs are generally less voltage..

for 3 pins one...u need an adapter...
