1) reload vouchers are charged GST upfront (upon redemption). this is based on the asssumption that reload vouchers are for PREPAID services (voice, sms, mms, data packages, etc).
2) problem lies with Custom's GST guideline on price display: displayed selling price MUST include GST amount, e.g. 3.18sen/sms
confusion begins when reload vouchers got GST .... then sms 'displayed' rate got GST also .... that means we're paying double GST aka double-taxation?
but technically, NO GST, since you've tested it's still 3sen cuz it's based on the assumption that SMS' gst amount already "prepaid" from the reload voucher earlier
