I think a quad-core processor is necessary to run the game smoothly, lower mid-end GPU should work okay. I experience this first hand.
Before yesterday my rig was
Pentium G3220 // GTX 660 // 8GB Ram. My game was playable only when I cap all the settings to the lowest (Low rendering, MSAA off, 30fps), but still experience frame rate drops once in a while and (from 30 fps to 1 fps) and commentator voice stutters throughout the game. Which was really annoying.
So I upgraded to
i5-4590 yesterday, and the outcome is magnificent. Maxed out all settings (High render, MSAA 4x, unlimeted fps), and now playing at a steady 140 fps.
