Basically if Windows,i would suggest you to buy the one with highest speed(e.g i7 3.6 Ghz) & highest RAM(e.g 16Gb).And of course good soundcard. You may ignore the GPU(builtin gpu still can support for photo editing) as your priority is for audio.

P/S:Its even better if you buy those specs as a desktop as laptop would have some limitation.Usually no need to worry much for audio engineering rather than audio production. And also it depends on what software are you using.

You don't really need a good soundcard for study audio engineering course. What for? He is not making a recording studio. Anyway, there are good external soundcard available which you can buy later.

But it's not really needed. What you need is your PC first, which can run the software for your course..

For Adobe, more RAM are recommended. If possible get 16GB RAM, no need too high CPU, i5 is enough. But if you have budget, then go for i7.

check your course requirements. If there is no mac based software thats required of you (Logic X, Final Cut Pro, etc) then you can proceed getting a PC.

Main thing is high RAM, and good processor. Do consider SSD hard disks too as for audio tracking you will be read/writing alot. Most PCs these days can handle it so shouldnt be a problem.

As for soundcard, dont worry as you still have to spend to buy a seperate audio interface for it.
