Second Mistral Built for Russia Begins Sea Trials in March


The Sevastopol, the second Mistral-class helicopter carrier built for Russia, is slated to begin sea trial in March, according to a representative of the French shipbuilding industry.

Russia Not Suing France Over Mistral Non-Delivery Yet

The second Mistral-class amphibious assault ship built for Russia will begin sea trials later in March, a representative of the French shipbuilding industry told RIA Novosti.

"The Sevastopol will begin trials as planned in March, with wharf employees on board. But if a decision is made on the Vladivostok (the first Mistral-class ship, which Russia hasn't yet received), and the crew from Russia comes to Saint-Nazaire, we will have to make a second sea trial, which will bring the wharf additional costs," the representative told the agency.

The delivery of two Mistral-class assault ships to Russia was agreed under a $1.5 billion deal between Russian state-run arms exporter Rosoboronexport and French shipbuilder DCNS, signed in 2011.

Russia Plans New Aircraft Carrier Amid Military Buildup

Russia will build a new aircraft carrier as part of the country's ongoing military buildup, navy Chief Admiral Viktor Chirkov confirmed on Monday.

"There will be an aircraft carrier in the navy. Work is being conducted by the relevant research organizations," Chirkov was quoted by the TASS news agency as saying. He did not give a timeline for the vessel's construction.

Russia only has one aircraft carrier in its navy — the Admiral Kuznetsov, which was commissioned in 1991. However, it is considered to be outdated and has suffered a number of technical failures that limit its practical use.

"The Russian navy needs an aircraft carrier that has tactical and technical characteristics for today and the future," Chirkov said.

Last October, navy deputy head Viktor Bursuk told news agency RIA Novosti that a new aircraft carrier should be launched after 2030.

Aircraft carriers are expensive. While American super-carriers can cost up to $13 billion, most modern carriers, such as those fielded by Britain or France, cost around $5 billion.

But they are vital to project power across the globe, enabling a country to launch air strikes against almost any target without having to use local air bases.

Russia is committing hundreds of billions of dollars to rearmament this decade, and the navy is pursuing a sweeping shipbuilding program through 2050. The revamp aims to restore the military might that Moscow lost with the fall of the Soviet Union, when large portions of the navy rusted away in port due to lack of funds to maintain and operate the vessels.

On February 24, we appeared to enter what Moscow might term a "political-diplomatic phase". This was the first full day without casualties since the February 12 Minsk agreement.

As Gerasimov asserted in his speeches, the goal of an asymmetric hybrid war is to achieve objectives without launching a full-blown conventional military war. Hybrid war has many weapons and many ways of fighting.  Diplomacy can be one of them.

In late January, the United States government debated whether to send arms to the Ukrainian military. The intent was clearly to push Putin from covert to overt support of the rebels - and into a conventional war. Instead, however, Putin was able to push the US debate into the background by plunging into diplomatic negotiations with the Ukrainian president, the German chancellor and the French president - which ultimately resulted in the second Minsk agreement. 

The agreement, in spite of its references to foreign fighters, maintains Russia's position that the war in Ukraine is between Kiev and the Donbass "armed formations". The arrangement also provided enough diplomatic cover for the rebels to rout the Ukrainian army from the town of Debaltseve, a railway hub that connects Donetsk and Luhansk. 

The timing and wording of the agreement's provisions that Putin directly hammered out provided sufficient strategic ambiguity for the rebels to press their advantage. As Gerasimov noted a year ago, "political-diplomatic and foreign economic measures are ... closely interconnected with military, information, and other measures". 

Now that the rebels have consolidated their area of control, one operational phase of the game seems to have concluded. Putin bought time for the rebels to take Debaltseve. With the rebels having secured a position of strength on the ground, the ceasefire can now be enforced.

In the next phase, Putin and the rebels will likely regroup. They will pocket whatever concessions they can take from Kiev. They will then likely reassess what they need to do militarily, politically and economically in the next phases of the proxy hybrid war to maintain pressure on Ukraine and the West.

Paralysed woman flies F-35 fighter jet using only her mind


A quadriplegic woman has used brain implants to fly an F-35 fighter jet simulator using only her thoughts as part of a US government project.

Jan Scheuermann, 55, achieved the feat as part of an initiative by the Defence Advanced Research Projects Agency (DARPA) that explores the intersection of biology and robotics.

"Instead of thinking about controlling a joystick, which is what our ace pilots do when they're driving this thing, Jan's thinking about controlling the airplane directly," said DARPA director Arati Prabhakar.

"For someone who's never flown - she's not a pilot in real life - she's flying that simulator directly from her neural signalling."

Scheuermann, who was left paralysed from the neck down following a rare genetic condition, first allowed surgeons to implant electrodes on her brain in 2012 in order to control a robotic hand.

The technology used to control the fighter jet uses the same array of microelectrodes to connect brain cells to electronic circuitry.

"This has been a fantastic, thrilling wild ride and I'm so glad I've done this," Scheureman said.

"This study has enriched my life, given me new friends and co-workers, helped me contribute to research and taken my breath away."

The F-35 Joint Strike Fighter is the Pentagon's newest and most expensive fighter jet and it is hoped that the simulator testing could eventually pave the way for injured servicemen to use the technology, either within a military capacity or a domestic one through prosthetic limbs.

Prabhakar warns that there is still a long way to go before it moves beyond the simulator phase and acknowledges that moral and ethical questions will first need to be addressed.

"In doing this work, we've also opened this door," Prabhakar said. "We now see a future where we can free the brain from the limitations of the human body and I think we can all imagine amazing goof things and amazing potential bad things that are on the other side of that door."

our av8 is heavier compared to FNSS PARS for additional armour plating.. Logically speaking.. why add on armour rather than to bring it to level 4 right?
there additional bolt-on armour that can be mounted but i have yet to see such configuration at least publicly
