what is your aquarium temperature ? most moss do well 22'C to 26'C water.. if the temp are correct, maybe the moss still adapting to your water para

do you use any fertiliser ? usually for root plants they behave like that because of insufficient amount of nutrients in the substrate. They force to grow roots on stem to absorb nutrients in the water.

Try put a root tab fertiliser in your substrate and observe.
