Togepi hatches at Level 1 (all eggs in this gen now hatch at Lv1 instead of Lv5; logical considering you can find wild Pokemon below Lv5)

Togetic is evolved via max happiness. So he made Togepi as happy as possible, and once it leveled up, it evolved to Togetic.

Togetic to Togekiss is done with the Shiny Stone, so yeah Lv2 Togekiss is possible

Nasty Plot (breed with Minun/Plusle or Pikachu line [Pichu learns Nasty Plot by level up] - Raises Sp Atk 2 levels
Air Slash (Flinch rate is 60% with Serene Grace X_X)
Aura Sphere (Always hits unless the target is immune in the first place )
Shadow Ball/Roost (either one - If you're not willing to re-breed the Togekiss take both)

My bad when I said Togekiss' defense sucked. Looks like I swapped the Atk <-> Def stats around X_X

Well guys, the Darkrai event has been announced. On July 14th (same day as release of Dialga vs Palkia vs Darkrai movie).

However, unless you are in Japan, you are unable to join in as it is Local Wireless Mystery Gift. And you don't actually get the Member's Card needed to access his island, rather you actually get a Darkrai.

Who says you cannot get Charmander before you get the National Dex?

You CAN, by trading on wifi (not GTS). But it does NOT get registered into your dex. Neither will it even evolve when it reaches the required level.
