Google 'Intel Tejas' then you know why I say you won't even see 10GHz. Intel and AMD abandoned the MHz race (somehow AMD revert back to this speed race with Bulldozer arch) but they will move back to IPC and CMT/SMT on next Zen arch. Means they abandoned pure speed for more efficient multi core CPU at reasonable clockspeed that pumps more IPC. Intel once predicts reaching 10GHz by 2011. It's been 2015 and the fastest Intel CPU is 4.4GHz and that is it's boost state.

Tested Witcher 3, abysmal performance out of the box. Reduced foliage to medium, disabled Hairworks AA, forced Tesselation multiplier to x8, and i get 40-60 fps with everything else on Ultra + HBAO+. In the end quite pleased with the game but i want moar.
The consoles use low level API and AMD driver is known not the best when it come to DX11 CPU overhead efficiency, check TechPowerUp reviews and most if not all AMD cards perform lower than their Nvidia counterparts in low resolution benchmark.
