Is HSBC consider strict or lenient in approving credit card compared to other banks?

I sent in oj end of august, until today no respond, then I chase on Monday, then today morning chase agn still pending, but on evening already recieve card approve email without call verification

Btw, My salary barely hit the minimum requirement for mpower

Already have cards from 3 banks

But still been rejected by hlb PBB scb and even ambank
