Seriously Tamiya...why you release another battery and charger sets when you already have one. And what's more, why there's only one Mini 4WD car release.
I think the new charger set is a revised one, probably better than the old one. Who knows. I think the battery is still the same though.
And glad that they re-release the black double roller. The last time I got it for a fairly normal price was in late 2013. After that the price inflated so much. LOL.

Nothing wrong buying the starter pack to have a grasp/idea on the basic setting, because our setup nowadays is just so different than back in the 90's. The biggest difference is that now we have circuit jumps, so dampers were produced. There's no dampers back then. But like others said, purchasing parts by parts could be more economical if you know what you're doing.
The most important thing is that, only buy Tamiya branded parts.
Playing at TU is free as far as I'm concerned.
