Try proxy.
It helps alot.
At least it boosted my Uber screwed speed from 5kb/s to 1Xkb/s.

I'm paying Rm88 every month for this goddamnned dl speed.

Now at least it boosted up from 0 - 5kb/s to 30kb/s++, with the help of proxy.

What BT client are you using?
Have you ever considered one of the BT slow factor? It's TCP/IP limiting.
If you updates your windows frequently, your TCP/IP shoud be back at default aka 10.
