if you discipline yourself for photo taking yes, and know how to manage the photo yes. but nowadays people tend to go for higher capacity for the safe spot. one picture is +- 2mb for average photos, and the phone doesn't come preloaded with 16gb, it only comes with around 11-12gb left (correct me if i'm wrong)

personal opinion is go for 64gb for the safe spot. get it from apple store online will receive it within 3 working days

I got my wife a 16GB in less than a year got complaint memory full. Inside all my son video and photo lol. In the end got upgraded to 64GB. So long term ( 2 to 3 years ) 64GB is good take.

Photos take up quite a lot of space. In addition, every app is also quite big now.
16GB can't do much justice. I think out of box is around 10GB or 11GB.
One software update, few hundred MB gone.
64GB is my suggestion.
