Coming the latest expansion, Warlords of Draenor, where is the best realm to play World of Warcraft? (Socially, Progression-wise, etc.)
Actually I'm looking for a new realm/guild to start playing back after a very long stop. Last time I played at Dath'Remar(Horde) and it was meh..

No such thing as best realm imo.

Up to you want pve/pvp also.

Plus, now most realm are linked heavily with each other.

For me personally, Froustmourne is pretty good at Alliance side. Lots of people doing lots of stuff all the time.

Oceanic time zone as well.

PvE heavy server though. If u like PvP, wrong server man. Nobody knows how to this server

Progression servers, probably Frostmourne, Saurfang and Barthilas.

If u are not hardcore on raiding, and low on budget, want flexible time, dun want to use tunneling or want to PVP only.

Best is wowtaiwan.

Off course, language barrier and no character transfer to wowtaiwan may deter many to start new.

Try as trial, no harm done.
