If you truly want to greenify gps and gsf, when you greenify them, after awhile some process/service will wake them, let's say "google backup transport", then you can greenify google backup transport. Once all other process that will wake gps/gsf are greenified, your Google Play Services and Google Services Framework will not be awaken anymore. Then GGWD.

Instead of greenify GPS and GSF, I would recommend turn off some of its services/receivers. Use any root app/autostart managers and do it.
