I have playing 1440p using my GTX 670 for at least 1.5 years. Of course, GTX 670 only have half of the processing capability when compared to GTX 980, nevertheless I played games like Witcher 2, Tomb Raider, and Metro Redux. 1440p at 30 fps is doable, heck I can even turn on TressFX on Lara on my GTX 670.
At 1440p / 60 fps then you need to turn down quite a lot, to medium settings or so, although the jaggedness isn't that obvious unless you really trying to pay attention to it.
If you want max setting at 1440p and at 60 fps, then GTX 980 is the way to go.
However you don't even have the budget to buy 1440p monitor so why insist on max setting 1440p? Just enjoy with what you have.
