Both.

Rockstar editor editing tools is awesome in adding effects but extremely limited when comes to editing the whole thing.

It can only edit one clip at a time unlike an video software where you can easily splice a segment of the clip & move it where you want to. It's pretty much a non-linear editor that is pain in the ass.

So I exported the whole thing & edit it with a 3rd party video editing software.

It's been a while since I use OBS so not 100% sure. But IINM x264 is using CPU to do encoding and that might've contribute to your problem as OBS fight with the game for CPU resources. If you are thinking of doing it like this, I would recommend using another machine with at least an quad core CPU (doesn't really matter if it's AMD or Intel) to stream. If you still prefer to use same machine, use QuickSync or NVidia encoder.

Another thing that might contribute to the problem is the "Home Network Plug". While this can be a very convenient solution, it is very susceptible to noises. One way to be sure that your home network plug isn't causing trouble is to try ping your router and see if there's any latency increase in the connection. While latency doesn't really matter in streaming but you might have low quality connection there contributing to packet loss. I wouldn't accept anything beyong 1ms for 1080p 60fps streaming but some people might argue the use of latency to measure bandwidth quality.

Yup.

Plus video filters & slo-mo/time lapse. Too bad that the camera placement is limited to player's spherical dome.

I know this is old and you might have solved your problem, but I just want to add a few things:

The choppiness you see, is it on your recording or live feedback on from your Twitch channel? If its on your recording, 60 FPS should be very clear. If its "buffering", you're on wireless. Always use hardwire for watching & broadcasting live streaming.

For a non-Twitch partner, it is recommended to broadcast at between 1800-2200 bitrate, downscale to 1.50 (1280x720p) (even when you are playing 1080p), with Lanczos filter.
Why am I giving a lower bitrate? So your viewers with lower internet speed can watch you too. So only if you have transcoding - then up the bitrate.

Also like mrl said - it all boils down to your PC and how ur CPU can handle both the game AND streaming live at the same time.

Also Twitch changed its routing - so Singapore server is actually not the best to use. Strange reasons, HK has the best ping for us (at this moment).
I use this OBS plug-in to check the best ping & jitter https://obsproject.com/forum/resources/serv...ping-plugin.17/. It lets me know if that server is having issues and I can swap with another.
