I know this is old and you might have solved your problem, but I just want to add a few things:

The choppiness you see, is it on your recording or live feedback on from your Twitch channel? If its on your recording, 60 FPS should be very clear. If its "buffering", you're on wireless. Always use hardwire for watching & broadcasting live streaming.

For a non-Twitch partner, it is recommended to broadcast at between 1800-2200 bitrate, downscale to 1.50 (1280x720p) (even when you are playing 1080p), with Lanczos filter.
Why am I giving a lower bitrate? So your viewers with lower internet speed can watch you too. So only if you have transcoding - then up the bitrate.

Also like mrl said - it all boils down to your PC and how ur CPU can handle both the game AND streaming live at the same time.

Also Twitch changed its routing - so Singapore server is actually not the best to use. Strange reasons, HK has the best ping for us (at this moment).
I use this OBS plug-in to check the best ping & jitter https://obsproject.com/forum/resources/serv...ping-plugin.17/. It lets me know if that server is having issues and I can swap with another.
