what do u mean by not ready, ie no lights, etc
I was told my my friend working in Europe
This was in Italy, his colleague from the UK saw a house and liked it and proceeded to buy
I don't know the legal details but when it was time for him to take the keys, he found that all the lights, bathroom and toilet fitings and basically anything not physically inside the walls / floors was removed by the previous owner.
There was no
a) lights
b) Sinks
c) Toilet bowls
So, this guy calls the previous owner and threatens to sue but he was told that his is the norm in Italy.
The house is delivered the same way the owner gets it from the Developer, bare and empty.
So he calls up his colleague from his Legal dept and they said, yep, its the norm and your Legal Papers should also say so.
Poor guy has no money to move in and had to beg his landlord to extend the lease temporary until he had enough funds to fit up the house.
But I admit, unless you are buying a branded residence like 8 Conlay, etc, 99% of the fittings will be made in PRC
