1. Miui kills or suspends apps frequently making multitasking difficult which is a top complaint of the phone so the stock rom may have an even more aggressive oom vs CM11.
2. Low free memory does not mean a bloated rom, it could be that the OS does more prefetching or caching. I have more problems running tasks on the 1S compared to an old 512Mb phone. Rom 37.0 improve the amount of free memory on the 1S to around 350Mb but had little effect on the problems with multitasking (low ram issue), which makes me think that Xiaomi doesn't know the root cause of the problem.
3. "there's no universal settings that can suit everyone's usage" - that should be a joke since low memory issues is a top complaint of the 1S which led to the fix in version 43.
