Could be it. But he has been here for five seasons now and only twice went out on loan I think he satisfied above criteria already.

joined July 2008 at 17 (His birth date is May something 1991)

2010 went on loan to Lorient at 19 (means 2 years at Arsenal)

2011/2012 he was here at 20 and at 21 he was here till 2012/2013 he went to Freiburg which was when he was 21.

Actually by right he should be homegrown. That is easily past 36 months

Player at his status, if he really pick us, Arsene want him n BOD approved the pricetag n salary, then the only thing that delay it must be the confirmation of UCL spot.

If Khedira really wants to join us, or if we really want him as out player, it would be done already. So i think the Vargas and Kostas is gonna happen.
