it will be build locally but currently with ngv tech having dispute and financial woes not sure these project will goes on.
Ngv tech too aggressive with their expension plans really put themselves into tight spot.
anyway back to the boustead, yes they are upgrading their ship yards however they have their hand full now.
which I doubt they have the capacity to fill two order at the same times.
if navy want new ship asap they have to find others ship yards.
which is a good thing if it were not monopoly by boustead.
besides the government still bind with boustead on the 27 ngpv contract which only fulfill just 6 ship and on going 6 gowind class and 15 more ship to go.

Slep upgrade on the Kasturi class is done by boustead.
they should have the experience to do it.

Imo, for budget wise it is best if we were able to have usd6bil.
With these we would have at least usd2bil for procurement.
as for esszone the government should separately allocate usd1bil initial budget to strengthen esszone.

I rather disagree with the way the government manage the project.
having too many variants is expensive as we should start with 2-3 variants and build it in large number.
The project can prolonged and ensuring cont production line by further developing newer variants and adding new variant into the military.
