i dont have the mod but i think it should be something like this:
Right click the newly created shortcut of RelicCoh.exe. Click properties. There should be a text line stating the location of the .exe file. So type the command line behind the text . Should be it. |

yeah...tilting the camera angle parallel with ground level will drop your frame rate drastically. My q6600 and 4870 setup in DX9 also cannot handle. Game engine limitation i think. Not designed to play in "3rd person" all the time.
