Not all local graduates suxx...it's all depends on the individual himself...he must learn the new stuff and cannot depend on his theory lesson learnt during his time at the university..IT World is rapidly changing all the time, new things will come out in a short time unlike many other industries...
To apply for a job, a fresh grad should look wat his future employers wanted with their workers...let's say an ABC company is looking for a System Enginneer with a knowledge in Cisco system so the fresh grad must go and learnt the basics or take professional certificates to enhance his knowledge first and not go and apply for the job blindly..or you surely will get 'STUCK' during the interviews..happened to me a few times and i've learned my lesson

Always remember that you learn from university do not mean you can easy apply into your jobs!!!
not you learn EM than you can be RF Engineer easily ...
