Cement won't "eat" into the cable, in fact cement may add another layer of protection for cable.
Cement once set is a "stone", while insulating layer is made of polymer materials. So I do not see any science behind that cement can "eat" into the polymer.
We actually have many concealed cable behind our cement wall.
Fiber cable itself is thinner as the glass inside actually very tiny/thin only, barely can be seen by eye.
So there is nothing wrong to be "thin", nor strength wise is comprised by "thin".
Tugging cable resulted in sudden loss of signal is pretty normal.
If the tugged cable is really damage, you cannot online anymore.
Only if there is intermediate loss of signal from time to time, only can confirm something wrong with the SNR of the cable.
