Start with basic 1k first lor, then slowly expand, XSPC Photon D5 AX240 @ RM959 is a very good start kit.

In fact im treat WC is a hobby rather then used it for OC, going to the casing to Phantek Enthoo Primo so that can accommodate 480mm rad

That's right, add another gpu block say EK brand for around rm450 and couple of fittings, tubing and maybe another 240mm rad, total for whole wc setup still less than rm2k.

This is basically same as the set i mentioned except using bigger radiator (360mm vs 240mm), if you casing can accommodate of cos getting 360mm is better.
And this is custom WC, so it is highly custom-able, u can always adding any brand of gpu block to the loop.

Oh my really? I plan to put alphocool UT60 or any brand (haven't decide yet) 480mm on top & my existing alphacool xt45 360mm at the bottom of the case. If everything go smooth will received the casing tonight

Depends on your budget and how many and size of rad you want to put in, bigger case can last longer for future upgrade

at first i was going to buy then corsair 900d. the suddenly i found a case which is cheaper but also big, and can put 480 rads. its the primo.. so i buy that case.. really big...
