I see your point. We have a same dream actually. tongue.gif To create such a website you must set in mind that it may required high space and badwidth.[=money]

But if you want to start from bottom try to learn some PHP and Msql. But If you are lazy enough, just buy finished product [take InvisionBoard fox example],get a domain name, upload things up and..finish

well, analyze your requirements to your plan. smile.gif

Goal:
Build a website so that members/designers can contribute artworks. You'd also like to build the community using a forum.

You want members to contribute. Meaning there's a form. If you want to do it manually as in you update it yourself, then a HTML website should suffice. However, if you're planning to have an automated function then the website needs to be dynamic. You want them to post themselves meaning you'll most likely want them to register first as well. Which means you'll need a registration and a database to keep the members details. You'll also need a form for design submissions and to keep track of the artwork which means another database.

End said, you'll need time and learn stuff to help you create a dynamic website. One of them is mentioned above, PHP and MySQL. smile.gif
