Goal:
Build a website so that members/designers can contribute artworks. You'd also like to build the community using a forum.

You want members to contribute. Meaning there's a form. If you want to do it manually as in you update it yourself, then a HTML website should suffice. However, if you're planning to have an automated function then the website needs to be dynamic. You want them to post themselves meaning you'll most likely want them to register first as well. Which means you'll need a registration and a database to keep the members details. You'll also need a form for design submissions and to keep track of the artwork which means another database.

End said, you'll need time and learn stuff to help you create a dynamic website. One of them is mentioned above, PHP and MySQL.

If the design is yucky, i'll bang you before I think of joining. LOL!
