hand carry should be okie..for me i throw the box away, then each of them put in a different plastic bag to avoid electronic disturbance..but when pass by their security check point they will ask you to take out all your electronic devices..i bought back 10k mah and a lady in front of me got a very tiny powerbank..the security check the code stated on the pwerbank and inform the girl that this they will check in for her, while mine got no problem..

the last time I recalled (Feb 2014), you are not allowed to bring any battery-contained units (laptop, cellphone, tablets, or even calculators!) into your luggage. if you still wanna bring it inside luggage, take out battery form your device, buy new one in Malaysia instead.

but you can bring max 2 identical units in your hand carry with unlimited type of units.

if they detect battery unit inside your luggage, you won't able to check-in but will be called to get back your luggage. most of the time when that happen you end up lose the flight. this was told by my friend who travel countless time to China.

Note:
Sporting pistol, revolver and its munitions are allowed to be carried in checked baggage. Please contact EVA Air for details.
Stun guns, compressed spray gas, adjustable Billy, etc. are strictly prohibited in both checked baggage and carry-ons while travelling to/from/via Hong Kong and Macau. If such an item is found with you by the government officers of Hong Kong/Macau, you might face a serious detailed inspection.
Regarding lithium batteries, please note the following regulations:
(1) Limitation for Spare Batteries and Portable Battery Supply Device (Power Bank)
- Protect Individually: The battery terminals are protected from short circuits, e.g. by placing each battery in its own protective case, by taping over exposed terminals or by placing in plastic bag.
- Carry-on Baggage Only: Do not place in check-in baggage.

You are allowed to carry max 2 power banks in your hand luggage and non in your check in luggage. That is the security law and not a matter for custom to handle. Any other advice from those above are based on luck. As sometimes the Malaysian security is not too strict. However China security is very strict , so dont take any chances by checking in power banks.
Anyway please be aware that most power banks bought from street vendors are fake. so be prepared to regret later.

reason why they dont allow in checked in luggage is because of risk of fire.
If they are with you all the time at least of it does happens it will be detected immediately. There is a history of a cargo plane crashed because their cargo of lithium batt caught fire.
