dont put in check in luggage..carry it with you..and make sure every power bank out in a plastic bag..

hand carry should be okie..for me i throw the box away, then each of them put in a different plastic bag to avoid electronic disturbance..but when pass by their security check point they will ask you to take out all your electronic devices..i bought back 10k mah and a lady in front of me got a very tiny powerbank..the security check the code stated on the pwerbank and inform the girl that this they will check in for her, while mine got no problem..

Sporting pistol, revolver and its munitions are allowed to be carried in checked baggage. Please contact EVA Air for details.
Stun guns, compressed spray gas, adjustable Billy, etc. are strictly prohibited in both checked baggage and carry-ons while travelling to/from/via Hong Kong and Macau. If such an item is found with you by the government officers of Hong Kong/Macau, you might face a serious detailed inspection.
Regarding lithium batteries, please note the following regulations:
(1) Limitation for Spare Batteries and Portable Battery Supply Device (Power Bank)
- Protect Individually: The battery terminals are protected from short circuits, e.g. by placing each battery in its own protective case, by taping over exposed terminals or by placing in plastic bag.
- Carry-on Baggage Only: Do not place in check-in baggage.
