Yes, just lodge a complain to Bank Negara if they refuse.

I just called the CS, she told me that SMS transaction alert for retail is more RM500 (Normal is RM1,000). For online is when receive the TAC, If without TAC, more then 1 cent it will send an SMS transaction alert

That is the standard reply, but you still can set it to RM1. Just send an email to Bank Negara.
