Is it okay if i delete bloatware straight from the compressed file before I flash the rom? or will it kill the rom

Help. I found that when i scroll down in the default app- My files, and enter. When I go back, it wouldn't stop at the position where it was, but always jumps to the top. Why? Do

Its a new kitkat permission thing.
