There has been an application ID mix up at Valve. If your Steam is logged in and your games are set to auto-update, Source-based games will break. I recommend staying offline until Valve rectifies this issue, or you may end up having to redownload the entire game.

For the time being, you can run the game by running the dota executable directly from Windows Explorer. Just stay tuned to Reddit, they'll update once the problem is fixed.
