Maybe the sunrise/sunset is not that dramatic, which is of course, out of your control haha
Perhaps can try taking the shot farther down the dock since I think it might be abit too long liao.. perhaps can increase brightness and saturation as well to give a more majestic effect

Can refer to sukhoi37 sifu's photo (he is active in this thread), he has a lot of awesome landscape photos (among others) for reference 

yeah, it's almost wee hours that time, plus the bridge is not that steady, broken here and there later fall down gg la..
Plus this is a single raw shot about 30secs i think, if increase saturation later pple say over saturated
