Contacted several TintShop branches stated in the ad, all of them told me the so called promo is for house brand tints, and NOT vkool. One of them even told me the vkool logo is included in the ad as a marketing gimmick. 
The only thing that probably applies to vkool in this ad is the 20% discount promo, which has its own set of terms and conditions I assume...
