The 7% rebate is top up of 4% on top of the existing 3% rebate. SEH didnt have any rebate to begin with. I think the best would be 5%.

I dont think this is the case - as explained by a few forummers previously, the Village that is entitled for DIBS are those that have obtained approval earlier prior to Budget announcement. From this, I conclude that all Village that were scheduled to be Phase 1 launch:
DSL - except Aquatilis
SD - except Luzento, Aravia, Monlis, Stagnia and Tralas (Bungalow)
is entitled for DIBS hence earlier SPA signing as per scheduled.

The rest is uncertain, so still waiting for the final confirmation.
