As you said Malaysia is not selective in hiring staff so when the employers have better options and they are not restricted to hire only local citizens, what do you think they would do?

Happy bro, if you are afraid our unemployment rate to go up by importing foreign talents, then you admitted that Malaysians are not able to compete with other nations.
Whether or not the foreign talents are here, we can no longer avoid global competition. So to solve the root of the problem, we need to be strong and stay competitive.
