I helped one of my friends (E) once in the past, a few years back to recover some money back from another of our friend C which C conned the money from E in multiple stages over a few months for a joint-business venture. We made a police report at the commercial crimes department, and immediately the police station called C's home looking for him to get his statement, when unable to contact him, the police asked the parents of his whereabouts. Next thing you know, the parents came to the police station with a cash cheque to repay the full amount conned.

Well, reporting to the police station for a smaller amount as RM700, could be a waste of time for all parties involved. However, informing his parents may be the fastest way to solve the problem. Regardless of the amount, it is the principle that matter most in this case. Parents, no matter how displeased with the children will always be protective to ensure no trouble affects their children, especially those related with laws.
