PC just need to passthrough, i think even low end GPU can passthrough Atmos.
For HDR another matter, have to ensure it is capable of it. I think GPU like Nvidia 1050 will satisy these criterias, but you should check their specs.
And yes, you need 4K TV wirh HDR. Your current FullHD monitor won't have HDR.
And yes, you need to buy a Soundbar which support atmos.
And yes, you need to pay a lot of money.
And in the end, i think its not worth the money or trouble.....too few Atmos and HDR source currently.
IMO, no point purposely buying for Atmos or HDR right now. If you are buying a new TV or soundbar or HT, then its maybe good idea to look out that they support these features for future proofing..(especially TV...make sure it has HDR)....but building an entire ecosystem for HDR and Atmos purpose is....well, not worth it to me.
