From PC to TV I not very sure as I can't test, my current laptop display not support HDR as I connect to my TV before and confirm it can't. You can play back HDR but that is due to the player you use help transcode to SDR. When you play without transcode but in real HDR then you will see huge differences. Transcode from HDR to SDR is sometimes worst than actual SDR because it is more darker than usual. Sometimes you seen people comment HDR no good, and when you read on you will notice those said no good is due to they don't have proper display to play it.
As for your monitor, it is 100% not support as no HDR monitor in Full HD. Only available in 4K monitor. You can know this also by checking your display information at Windows 10 and also only Windows 10 support HDR.
But if you buy TV make sure it is 4K HDR capable as it is standard now.
Plenty movies is already move to HDR. Within a year I already have 220+ titles in 4K HDR. It growing rapidly since last year and a lot movies already move over to it. Also more and more old title have 4K HDR treatment now and mostly far better than 1080p Blu-ray.
For legit, plenty 4K HDR Blu-ray now but need buy from Amazon as local speedy shop have too little title.
For legit streaming, currently main support is Netflix and iTunes movies. You need to have at least 30mbps line to ensure always smooth and no degradation of image quality during stream.
For none legit, it is not ok to share and please Google yourself.
So make sure your soundbar can pass thruth 4K HDR because for the moment, device must connect to soundbar HDMI-IN to enjoy lossless sound track. Dolby Atmos is just a layer on it and not that important but lossless track like Dolby TrueHD, DTS-HD MA, multi channel LPCM make differences when compare with lossy track like Dolby Digital, DTS 5.1 and etc.
