I'm not so sure about this, but it depends on the set-up of the Pokemon the person use.
Pokemons like Aegislash has set-ups that require it to have 0 IV for Speed to make it as slow as possible (so that it will move last before the Stance Change).

But other than that, I dunno.

HA = Hidden Ability (for Froakie's case is Protean),

If you need Protean Froakies you've come to the right place, I have plenty of 4V Froakies that I don't mind giving away (cuz breeding for 5V is such a pain)
