Say many times already.. Developer build the fencing with temporary guard house first. Who will complaint about the fencing if the main guard house is not operating yet? Most of the time, the first 6 months maintenance fees are supported by the developer one. Who will go and complaint?

For guard house that is approved by local authority, you need to submit construction plan of the guard house to be reviewed and is approved as well. Local authority is "renting" the land for building up the guard house, which a certain amount of fees need to be paid to local authority on yearly basis.

The temporary guard house I refer here is might be just a cabin.

For reputable developer that assist in this matter, they will collect a certain amount maintenance fee during the key collection. Normally it will cover the first 6 months of maintenance. They won't build the guard house first due to the complication in terms of ownership.
