Rota's just the brand... I see no harm in that...
What's illegal is the act of tyre stretching I believe...

not stretch .. the offset this rota wheels that you're talking about is kinda ridiculous .. will protude from the car body .. not because of the stretching of tyres ..

need to have proper knowledge of how the suspension work before u go slam the shiat out of your car to make hellaflush, hellafail, poke and gos knows what.

basic is here, you need a proper coilovers, hard enough to absorb the bump and minimize the wheel travel, need to adjust the camber to flush the tire from the wheel arch, and need to knock the wheel arch and fold the arch to make sure it is flush.

then you will have no problem using stretch tire with extreme offset rim.

Looks more like tyre failure rather than rim problem. What happened?

rim poked out too much, every time the wheel travel upward, the tire hit the wheel arch.

in long time, the tire pecah cry.gif

then it's not a stretching problem, offset and width of rim causing the tire to rub against the wheel arch.. if minor issue, there is a service called Rolling the fenders.. to make the edge of fenders fold upwards..

to be fair to the rims, that tire is archilis ATR sport which is prone to sidewall cracking and tearing off.

One of the worst tires

Haaaiii..... these old school wheels causing problems again.

Actually the original offset wheels are made because original 1970-1980 FR cars have short rear axles. And the wheels are supposed to fill the length by using < 0 offset and the rest filled with rim and rubber.

In racing besides offset is the rim width. Width not rim depth from offset. Racing wheels have wide rim width. Usually starts at 8" all the way to 11". These wheels are meant to be mounted with race tires. Slicks and such. Only race tires have approximate width that matches the wheels.

Come to modern age, the copied design and size of the the offset wheel was never changed because they copied direct from the original offset of old school wheels.

Now come to what is being sold today.

These wheels are the popular ones.

There is a flaw really. Because the offset are for FR, it will always never fit FF platform. And whats worse originally FR wheels have different correct offset front and rear. So the rear u will get this,

But the new ones have negative offset all round in FF platform! So u get this.

Then there is the problem of stretched tires,

Some ways you could fit those wheels are add on over fenders, and rolling stock fenders might help. But seriously with low riding suspensions coupled with sidewall in contact with the road when cornering... expect the worse.
