So probably Exynos Octa 6440 can fire all 8 cores, and they may need a 5000mAh battery to keep it powered.

True, the Linux kernel can ‘morph’ between 32-bit and 64-bit instructions but as long as the rest of the software does not take advantage of the 64-bit instruction set, then the 64-bit processor becomes redundant.
