Hi all sifus,
It was a interior designer from this forum told me it was no required dbkl approval for internal renovation, as long it was not "touching" extention will do.
My renovation included hacks a wall to become open kitchen, tiles, and toilet only.
However, my friend told me he was kena summon from mpaj from the same kind renovation.
I was wondering what should i do if my renovation has started? Or different guideline from mpaj and dbkl?

MPAJ and DBKL has different guideline. Generally when it comes to internal work, no need to apply for permit unless there is any work that involve altering structural element of the unit.

Anyhow, if any of the neighbour made a complain to the authority, will the owner still liable for penalty?

Hi Hack wall, not touching structural is OK, no need apply permit but renovation size not bigger than 1000 sqft, thats MBPJ, i think DBKL will be similar. don't worry, as long as you don't crack ur neighbour wall, put all rubbish properly, no one complain, no one cares one la .

Go to your local authority to check is the safest way. Cause different area have their own regulation and they always alter the regulation from time to time. You can get a clear guide line from the local authority office.

im the former of majlis bandaran staff,
normally each area are different rules & regulations.
for example at majlis perbandaran sepang, if u want to install grille for window @ door, must apply the permit but some of majlis no need to do this.
btw, if internal renovation unless u have @ using RORO BIN, or construction materials like sand @ cement, bricks or others and the contractors put outside the house, u must get the permit as "permit meletak bahan binaan" & " permit meletak tong sampah".
for external @ boundary @ structural (beams, column, slab, staircase) renovation, must be to apply at majlis.
otherwise, sometimes have a neighbour tell @ call the majlis if your renovation disturbing their area.
my advice, go to your own majlis area & makesure what do u want to renovation. thats important to prevent any majlis from "kacau-kacau" @ neighbors from "bising-bising"
for any apartment, flat @ condo owners, no need to apply under majlis, just go to your management apartment, flat @ condo.

But when you wanna sell your unit it might be a problem if without proper approval.

For internal renovations, basic things like hacking walls, changing tiles, etc... does not require council approval.
If you're rerouting the sewerage and water piping in your home, more often than not you are required to submit plans for approval especially if there is significant movement of the pipes, especially the water main.
Movement or modification to structural features, such as weight transfers or modification of roof design must get approval and have accompanied technical drawings for submission.
But the one thing you must never forget is.... if you've got a tong outside your house for rubbish you confirm need the approval for placing the tong by the roadside. If don't have confirm saman.
Hope that helps.
