Added on July 23, 2007, 9:20 amQUOTE(MSMS @ Jun 2 2007, 02:33 PM) Talking about salary, starting for M41 P1T1 is 1733.59 + (ITKA) 300 + (Housing) 210 + (COLA) 150 - EPF = RM2,127.59. Let me update this: Starting basic at P1T1 : RM1993.63 (new rate) Housing : RM210 COLA : RM300 ITKA : RM300 Total starting salary M41 : RM2803.63 Pretty good for a fresh grad I guess. It depends on your grade (i.e. a grade 41 will get much more than grade 29), the COLA depends on your location. I'm not sure if U can check the allowances in JPA/SPA website. Maybe U can check it out.

About PTD, i just want to share my personal opinion and experience, as I knew some of them and heard some poor comments about this 'elite group'.
It didn't need a rocket scientist to acquire skills and knowledge in managerial and administration position. I feel that employer with sound experience and knowledge in its related works, if promoted to management position can contribute a lot more compare to those who has been trained in management position, as I believe, experience is the best teacher amongst all. This is what has been practiced in private sector, based on my experience working with one of the blue chip company and other companies as well, which told by friends of mine and clients that I met during works. PTD, as far as I know, is appointed to focus on admin and management work, without any details knowledge and experience related to their job scope.
There are also some bad examples from PTD and JUSA. I take a recent example for us to ponder. A JUSA, probably a director or somebody up there announced to offer a VSS scheme to under performed government staff, which in actual fact, VSS is offered because a company/ organization has poor financial capabilities that trigger the idea of VSS; part of the cost saving strategies and avoid any further loss incur. Under performed staff should be sack, not rewarded! Also, a JUSA, appointed as a director position in government's public health office, does he really know about health and related problems? compare to those experienced medical officers? There are also few PTD that I know, have been sent for few financial courses, heard they got diploma for it. But as far as I see, they have poor financial management; debt everywhere (credit card, personal loans), lavish lifestyle which not commensurate with their monthly pay. With the way they manage their personal finance, I am not convince that they can take bigger financial portfolio in government agencies.
Don't get me wrong, it is not because I hate people that holding the PTD position. It is the system, inherited since British empire which government still adapt today that stir the trouble among government servants. Poor coordination and implementation, which according to constitution, this is under executive group, which lead and manage by PTD. Also, lack of responsibility, esp on high level officers, which I assume most of them are PTD. So, for those PTD out there, don't laud yourself as an elite and professional group. You guys are just a previleged group; pampered and well taken care by the government.

Interesting about PTD, and I have a distant family member who currently works as PTD. We hang out a lot with some other PTD and non-PTD friends.
What he always talk about his always promotions, transfer to this or that department, complimenting or demonizing their bosses, who knows who and how to get connected and stuffs like that. It's quite rare they talk about what they are doing as PTDs.
Disappointing.

The head of State health office are all doctors. Ketua Pengarah Kesihatan is a doctor. The ministry health dept is headed by a doctor. PTD only take care the admin, HR and finance aspect of the health ministry. We have lots of technical people in Health ministry : doctors, engineers. you can check www.moh.gov.my for further information.
