Not sure this developer procedure how. But usually you need to fill up a form of referral first.
Just ask the agent. If agent don't have direct go to showroom or call their HQ to ask.
I think they able to give some % of referral fee to you.
Then if that is your good friend and you want to share half half with him is up to you

this offer is only dealing with developer or dealing with agent is same?

You can understand from developer sales office with their in-house executive.
Agent may or may not want you to know.

After understand the situation you may request to agent if you still want to let the agent deal for you.
The agent can run away your referral fee.

If agent no offer to you, you can just direct intro to the sales office, the person who inform you this information

U can refer client to us and we will arrange referal fee for u. Not just this project other project we do offer referral fee. Cz some project developer do offer referral though sales is closed by agent.

some agents that selling Novum are spamming facebook with artist impression of other project. Some even using Interlace artist impression...

Agency should be more professional in handling marketing and sale and I am surprise developer just close eyes and let this bunch of monkeys destroying their reputation. It reflect poorly on the developer themselves and I wonder what would be the end delivery products if they cannot control their marketing and sale team.
