News for you. 10" is really not the realm of cheap "netbook" anymore. In fact, the big netbook brand, Acer/Asus/HP/Lenovo is stopping netbook production 1 by 1.
There are LOTS of 10/11" or below hybrid / tablets / laptops in the market right now. This is a new playground, mobility being the king.
Brands are launching lots of models / configuration to see which form factor, and what price point work.
With W8 pushing touchscreen, you'll find lots of funny things.
Try to search for:
Lenovo Yoga, Lenovo Helix, Lenovo Twist, Dell XPS12, Asus Taichi, Samsung ATIV, Sony Viao SVD112, and these are the old model.

13/14/15/17" is pretty much stabalise form factor.
Price is actually most "bunch up" among the 13", 17" in Malaysia. The rest could have a wide spread.

In my opinion, actually netbook do have its own market. Compared with 14 inch cheap laptop, netbook still have own advantages like weight and portability. Some granny users, like my dad, he will still go for netbook due to light-weight and good battery life.

But the main reason of elimination of netbook not because of crap ATOM processors nor pricing, is because of Windows 8 Metro Apps cannot support resolution lower than 1366 x 768 (but there's a glitches) , and no "special" edition of Windows 8 like W7 Starter made for netbook, hence manufacturer have no choice to eliminate it.

Not many spill-resistant notebooks nowadays
Some of the Fujistu laptop like LH532 equipped with spill-resistant keyboard.
For example, Fujitsu LH532-3632 , i7-3632QM@2.2GHz + 4GB RAM + 750GB HDD + Nvidia GT620M, W8@Rm2299. It is also one of the cheapest i7 laptop in the market.
